The TR High Council formed in 2003 with the passing of the torch from Serb Fest's first generation to Jovan and the second generation of attendees. The council was formed to establish responsibilities for the group to ensure that future years' festivities would be adequately planned but to drive recruitment for new attendees.

Jovan Zelenkovich & Scott Berger served as Founding Members for 10 years (2003-2013) at which time Jovan was inducted into the TR Hall of Fame. With that, long time Councilman, OLAF was elevated to Founding Member and Scott was nominated by Honorary Senior Founding Member to be elevated to Senior Founding Member.

Attendees become *Official* General Participants after 2 consecutive years of attendance. If, for whatever reason, a general participant is to miss TR at some point, suspension from the list will result until attendance is resumed the following year. General Participants are promoted to Councilman after 5 years of attendance. After 10 years of attendance and at the discretion of all existing Founding Members, Councilmen may be promoted to Founding Member status.

This will be the structure of the Council until the Council is turned over to the next generation. It shall then be the responsibility of the following generation to induct those of the elder generation whom they deem appropriate into the Hall of Fame.
